As the title page of the pamphlet states, this is the address delivered by Alfred Carpenter at the Congress of the Sanitary Institute of Great Britain, that was held at Glasgow in September 1883 (Alfred was Chairman of the Council of the Institute).

The condition of the pamphlet is generally ok. The cover has several scuffs and creases, and further creases, nibbling and wear along the edges and corners (including a 9.5cm tear that runs up the left hand edge of the pamphlet along the spine, almost to the half way point). The binding itself is intact, and all pages are intact, unblemished and tightly bound. There are some further scuffs and indentations to the edges of some inside pages.
